Documents required for registration of the Ministry of Justice under art. 113, p. 1, c. 2 under from the Family Code of the prospective adoptive parents residing abroad, who wish to adopt a child habitually resident in the Republic of Bulgaria under the conditions of full adoption
Person habitually resident abroad who wishes to adopt a child habitually resident in the Republic of Bulgaria must submit to the Ministry of Justice, the documents required under Ordinance № 3 of October 24, 2014 about the terms and conditions for recording in international adoption and the consent of the Minister of Justice, in order to be registered at the Ministry of Justice under art. 113, p.1, c. 2, namely
1. Application to the Minister of Justice.
– brief introduction with personal data- name, citizenship, passport number, date and place of birth country of residence and address
– information about the economic and social status;
– information regarding the medical condition of the adoptive parents and the other people living in their house.
– information on the central authority in the country of residence of the adoptive parents and on the accredited organization which is the intermediary according to art.116 from the Family Code
– information on the profile of child the adoptive parents are approved to adopt; including the specifics in the medical condition and/or in the development, that they accept;
– motivation for adoption,
– date and signatures
2. Certificate of Suitability to Adopt, issued by the relevant local authority;
3. Document verifying that the prospective adoptive parents have not been deprived of their parental rights, issued by the relevant authorities;
4. Home Study of the adoptive parents, containing information about all the members of the family;
5. Medical letters
– evaluation of the physical and mental health of the adoptive parent on the base of past and current illnesses
– the document needs to contain information for the absence/the presence of chronic illnesses, contagious venereal diseases, HIV, tuberculosis and other life-threatening diseases and to be issued not more than one year before the submission of the application under c.1

7.Marriage certificate (in case of families)
8. Copies of the adoptive parents’ passports
9.Power-of-attorney for the accredited Bulgarian organization;
10.Inter-country adoption agreement
