Hague Convention
Bulgaria is a party to the Hague Convention on Protection and Co-operation in Respect of Intercountry Adoption, ensuring that adoptions take place in the best interests of the child and with respect for their fundamental rights.
Central Authority
The Central Authority under the Hague Convention is the Ministry of Justice which is responsible for all activities related to intercountry adoptions: logging applications and documents ofprospective adoptive parents, maintaining theregister of children available for adoption and the register of prospective adoptive parents, giving adoption referrals, etc.
An Interccountry Adoption Council at the Ministry of Justice has important consultative powers in relation to the intercountry adoptions. The Council is a permanent body that generally has weekly sessions. Among its main tasks is the one to approve the matching of children and families.
